Even without the box legendaries this ability is strong.
Basically Delibird gets a choice scarf without drawbacks.
Instant uber, and a terror there too with miraidon in the team.
Most paradoxes are broken.

Smogon could work around it by banning the Booster Energy, similar to the Soul Dew ban in gen 3 to 5. These niggers are still cracked in sun and Electric Terrain of course, especially the future ones once Tapu Koko comes back.

No. VGC is the official format. Smogon is playground rules but it's how most people play 6v6 singles and they have their own community. It's like the Smash Melee scene

Item Clause, though really there is no clause preventing you from going Torkoal + five paradoxes and you might even run some with the regular items and take advantage of the opposing sun, it seems like it will be common enough to be a reliable MU fish.
