That wasn't the criteria, why the were shinylocked before. It's because of the cutscenes.

But yes, everything hints at shinylocked.

I just meant it as in: it would be weird if they appeared non-shiny in the overworld and then magically turned shiny afterwards

shinies can appear on the overworld now, but they probably don't want to make different cutscenes for shiny starters

worst part is that it would be pretty easy to code if the games actually had any form of optimization with the usage of models. just call in the required texture instead of having 800 variations of the same model for different purposes.

A lot of the cutscenes are not done in-engine. Much like SwSh, they're pre-rendered FMVs.
