It's not uncommon to have regular pokemon ordered in weird spots in the code, for example chimecho is after deoxys in gen 3 and gardevoir/aggron are grouped with the pseudos at the end. Looking at the types these are all normal pokemon that have already been revealed, they're just ordered behind the legendaries in the code.
