Pretty sure the rate is boosted until you get your first shiny. I saw this with every new playthrough of PLA as well

i thought everyone got a shiny ponyta, I didn't see a shiny until MMOs after getting the ponyta

People are just underestimating how much of a difference seeing all the Pokemon at once makes. If each of 40 people glances at only 100 Pokemon 1 of them will probably see a shiny and Pokemon in this game spawn in groups of 6-10

Agreed, PLA still has base 1/4000 ish odds, but when you can encounter 30 Pokemon in 2 minutes vs encountering 2 Pokemon in 2 minutes, it makes a Gigantic difference to how common they feel.
