Literally the opposite in the context of Pokemon. Thematically bug was supposed to be the early game "weak" type, while dragon was supposed to be the late game "strong" type. They are polar opposites as far as the original design is concerned, Gamefreak might still be sticking to that despite it no longer being really accurate.
