You can make the biggest assholes likable if they look good, you can make the blandest most boring characters interesting if they look good.
Looks trump everything else in a game as basic as Pokemon.
And she looks like fucking shit.
The haircut is like the biggest issue, that's her most notable feature and it affects her whole perception.
That alone would be bad for any character but it wouldn't be a death sentence, let's look at the rest of her.
Her face and her expression are shitty, they're uninterested and lame, they make a really weak impression, which again lets the hairstyle continue being the defining trait of the character.
Then look at her outfit, it's bland boring and generic and if people already didn't like that she looks like an androgynous zoomer based on the haricut the outfit just reinforces it.
And then finally we have her body, plain an androgynous, it completely sells that impression of the character.
Regardless of her writing she visually becomes a personification of the prunouns zoomer girl and that is a revolting character to many people.
The fact that apparently in the story she's unsympathetic just seals the deal, the character already had an uphill battle to be liked, the design itself was working against her, but if the writing couldn't redeem her there's nothing left there for people to latch on.
A character can be boring or an asshole if they look cool, cute, sexy, interesting, likable in some way. And they can look bad if they writing can save them. But both things are shit the character is just doomed to be disliked by most, liked by a small group of contrarians or people with a very specific fetish for that type.
