>blastoise>kingdra>octillery>rotom-wash>emboar (for memes) >simipour>clawitzer>dragalge>volcanion>coalossal (also for memes) They already go as far as to not give it to any water type that's part ice because why would a cold water creature produce burning-hot water, so they should go all in and limit it only to pokemon that have to do with cannons, geysers, pressurized water blasts and emboar/coalossal. It shouldn't be a TM/TR either so that mew can't learn it, everything that could learn it should just get it by level up like simipour. Giving it to JUST volcanion is overkill. Nobody likes volcanion, and it already has steam eruption.
