If this doesn't work, change the scenario. Lead with fin and pull it out when it has red health, status ailments, 1hp etc. Switch it when the lead pokemon is in similar circumstances. Try not bringing out Palafin out again until its the last pokemon, and if that doesn't work try it with palafin at low hp etc again.
Its a transformation, not an evolution, and we can assume that while its a gimmick its not meant to be unusable. Kingambits ability also involves benefiting from being the last pokemon in the team so palafin works similarly.
