I think it's Uber and way better than Kyurem. Shits on Lando obviously but with the burn immunity neither Rotoms can deal with it.
Don't think it needed DD, it needed SD + Scale Shot and could function like Mega Garchomp in natdex.
That said, OU is going to struggle against anything that's fast, strong, and bulky. 115/92/86 is insane neutral bulk for an offensive OU mon.

It's probably one of the best ones ever.

I don't know about Ubers, but this thing will be a serious problem in snow teams with decent support, especially in VGC where you can only use Pokemon from the national Dex and legendaries are not allowed
