Based on their signature moves and stats, I think it's cat>duck>crocodile.

Crocodile is slow but it learn Slack Off from egg moves so it could be good still.

Honestly, I really like (potentially love) Meowscarada's design, I like the fire croc (major appreciation for being quadruped) and I can live with the duck (though it's the first starter I'd never use so I guess that's saying something)

we already got the learned movepool? even if it cant learn anything useful other than its signature move, at least it could be taught something and be used as a wild card even if protean locks your type to the first move until withdrawn right? like using u-turn then some other type move

Cat have good coverages and can learn spike moves. It's also one of few pokemon to learn Knock Off this gen.
