He would be a trainer that actively adapts to his opponents by switching up movepools and pokemon selection, eventually becoming an optional, incredibly difficult side boss that will have his team trained and spec'd specifically to counter your own.
His ultimate goal is to carve a path through the corrupt league to let the next generation claim it, so if anything he would probably assist in taking on the elite four and assist with advice for the protagonist if they are having trouble against the underhanded tactics of stronger opponents.
