I agree, why restrict her main big damage skill, if she doesn't have big damage stats, it'll make sense if she had like 100+ attack, whoever did her stats saw her as a Mix Attacker with average stats, above average Special Defense, and almost above average speed.

What are her defenses, speed and recover like?

I mean great she can take a hit and make her attk viable, but it means little if that hit kills her.

Best use for it is probably just support. Kill an opponent's ability with skill swap, and switch out or whatever.
