I wouldn't compare it to Z-Moves.
It's more like the Gems in Unova if they specifically only worked with Hidden Power.

Most mons only get a tera type that matches one of the typing(s) they already got while getting a mon with a complety different tera type is similar to dynamax raids from gen8 that were mostly RNG
