There are still pokemon that suffer from shit move distribution or have no coverage at all. I remember when people were lambasting over Flareon needing a physical fire move and that they would be fine with getting Flare Blitz, and then when it FINALLY got it, people were still saying it was shit despite it getting the new move.
They need to do a better job with move management, simple as. That or make getting the event-only 'mons' moves accessible in some way, such as just giving Suicune Aqua Ring as a learn move or some shit. It should've had it in the first place, so it makes no sense not to have it.
