You can even look at Fuecoco's design and see where the designers left in bits that could have been related to a ram (feet, head), horse (teeth, apple theming), or bull (all of the above) and the final evo even has some obvious relation to a basilisk, a type of servant so anyone with even an INKLING of a brain could look and say hey, they must have started with a zodiac animal but couldn't get anything to work so we ended up with a mon that doesn't follow the motif.
