>>52133704 said, the game's spawning more pokémon now than in past games (where you had to go through the grass to roll for encounters) and likely generating data to throw them up if you enter their sub-section of the worldmap, even if you don't encounter them. Even if it's only 200 in any particular section/sub-section/whatever, that's still 200 more than any player would encounter at a comparable part of the game in past games (unless they went out of their way to grind/shiny hunt so early) and all they have to do is run around being nosy/getting to A-B or going back to A.N. Other NPC to have a chance at finding it.
