- make a region based on rio de janeiro alone
- make another one based on north and northweast at the same time
- make another one based on south and sao paulo
- make another one based from central brazil (espirito santo would be dlc and the E4 in brasilia, but they are the true evil team)
That would be four, but they can easily make one only about international amazon and the northeast would be another gen.
Also, excluding amazon where the E4 would be on top of Mount Roraima, the other 3 regions the E4 would be the same, Brasilia, like we could see it being built and open in one gen, being corrupted in another gen, and a stable one with new concepts, maybe. And the E4 in Rio would be where Christ statue is, just make the statue a building.
