The actual problem with the USA is that, unlike most countries, we are not allowed to keep "non-dangerous" individuals indefinitely contained in mental hospitals since 1975 thanks to the ACLU and SCOTUS. In reality this means that schizos are given meds, and then sent out into the world to live on their own rather than being imprisoned and kept away from the rest of society.
