At Gen 4. The designs got more complicated with details like spikes and stripes and shit.

Because they're designed by completely different people than the early gens

There's also a clear attempt lately to break the boundaries of what's a Pokemon, something I think is necessary due to the fact that there's so many already and doing makes them stand out more from the existing roster
