No, many were worse or looked unfinished compared to final. See: Scyther, Noctowl, Kingdra, Sneasel, Shuckle, Dunsparce, etc.
It's sort of 50/50 whether they improved or regressed, which is... pretty goddamn bad honestly, but still, not all regressions.

Nah, as an evolution it would be pretty lame.
It's absolutely the Girafarig we should have gotten with what would have been a more iconic and memorable design, typing that makes more sense, and the name making sense, but they missed their chance to use this design unless they want to make a regional form or whatever.
Farigiraf isn't working with an ideal base, but it's making the best of it.
