If you mean Surf, then yes after you get that after your third visit to Mauville the game does have some decent stuff on offer, even an optional long stretch of land before the huge fuck off ocean, but you're misrepresenting how Hoenn is fundamentally designed.

Even then there's still two optional areas before you clear Nimbassa, and while one of them is technically mandatory later in the game and the other is kinda lame without Waterfall or an event, it's a little something around the same time Gen 1 starts opening up (around Vermilion) and is handled a bit better I think.
