Shillfreak designed the starters with those colors in mind.

Cats are a shitty meme but extremely popular. They'd have to fuck up HARD to make the cat unpopular. Unlike Incineroar they also went the waifufag route. Easily #1.

Ducks are also popular, and Quaxly has a lot of charm. #2 for sure.

Fuecoco just doesn't have the personality or cute appeal that the others have. He's the gen's Torterra/Chesnaught/Rillaboom. "Cool" Pokemon only work if they also have a personality.
