Eeveelutions are based on gen 1-3 special typings (minus fairy obviously), with all filled except dragon, which they generally didn't want players accessing until endgame or later

Which throws your entire argument out the window. They could easily make more eevees, they just don't want to yet. Probably waiting for the series to hit a low. We didn't get Sylveon until gen 6 and gen 5 sold like shit so, the logic lines up.

I think they are going to design an anti eevee. There are exactly 8 types left, same than the current ones.

So poison, metal, rock, dragon, earth, flying, fighting, ghost are all very ‘ugly’ types, I’m sure they will do something like monsteevee or neeveen. It could also be forms of the current ones, like, vaporeon being poison, flareon earth, etc.
