Water is the biggest loser for gen 9 for losing scald.
No more widely distributed cheap burns. All defensive water types are now set up fodder.

does chilling water not replace scald in most cases? serves the role of lowering attack and is guaranteed as opposed to scald's 30% burn, though iirc does less damage. plus it deffo loses to SD for obvious reasons

Scald is massively better as its a normally permanent risk. Burn is worlds better than a normal debuff.
Also the fact that it isn't 50 fucking power matters quite a bit.

Scald is better not from the math perspective, but the psychological terror aspect. Burning a physical attacker in a match without a solution to cure it permanently cripples it. Lowering stats can be fixed with a switch out.

Many wouldn't keep an attacker out if they had an another option

scald is way better
it lets toxapex beat a bunch of mons like ferrothorn that it has no business beating because it can inflict burn
guaranteed attack down is decent and forces a switch but so many walls can force toxapex out now

Bug took yet another hit, more ass-tier pokemon and more A+ tier counters.
Steel didn't get much, but it'll survive.
Ghost got a lot of wins, but I think dark "won" this dex.
