You can say that they can just suck it up and adapt all you want, but actively frustrating and antagonizing new players with curveballs with this will see them throw up their hands and quit. Argue that they're pussies and that it's retarded all you want, but the competitive scene does need new blood to keep it alive, or you'll end up like Smash Melee where the only people left are balding pedophiles.
Set should be the default. Playing against another player that actually uses their pokemon and moves intelligently is already a learning curve, but forcing entirely new mechanics on the player that they aren't used to is retarded. The base game mechanics should be the same across all formats.
