The whole game is about exploration and filling the pokedex by doing research tasks which have you catch/beat pokemon whose entries you are doing or watch them use certain moves in battle.
You progressively unlock guardian pokemon as mounts that you summon with a flute.
Said mons require you to beat certain boss encounters by doing as Picolo tells you to and Dodge your ass off.
Anons only complain that there is no content because there are no gyms or enough challenging NPC trainers to beat.
