Here's a few summaries of some critic reviews. They all pretty much say the same thing:

Seems like there's a decent Pokemon under the horrendous frame rates and visual issues.

It's funny, Sword and Shield got high praise for being lackluster in all aspects. Scarlet and Violet seems to be a full experience this time, but is completely getting lambasted for performance issues alone.
