Seems like the easiest method is doing Outbreaks.
>What are Outbreaks?
Outbreaks are when a huge group of the same Pokemon spawn in an area. Each outbreak can have at least 120 Pokemon spawns. When you defeat a bunch of them, your shiny odds for that Pokemon are increased temporarily.
>How do Outbreaks spawn?
Similar to Legends Arceus, Outbreaks are tied to real world time passing.
>Are the starters and box legendaries shiny locked?
Yes.
