I don't believe they are incompetent on purpose, it is a choice they have to make to meet the crippling deadlines of shitting out a new game every year to churn the gargantuan wheel that is the pokemon brand. Cards, plushies, movies, tv show, etc... which results in many corners being cut, and things being and looking half baked because of it.
I do believe if they had the time to actually do a few years to cook a game we could get something great, but that isn't easy cashflow. And I will die on the hill that BDSP was set up to fail on purpose so gamefreak can hold onto what little control they have, as i also believe having alternating studios working on and off for games would be a benefit across the board, but won't happen.
