Ultra Necrozma was the first time a Pokemon game surprised me like this but it didn't have the same weight. Honey in SwSh was a very mild surprise

Yes, exactly. The slow climb up the mountain adds intrigue and wonder as to what's on top. And then reaching it to find out the protagonist from the last game is there? It's quite the feeling. Like sure, it's well known nowadays, but back when this was first done it was really cool.

Also the fact Red wasn't at the league and you later hear from Kanto NPCs that no one knows where Red even is.
It planted a seed of intrigue that you'd chalk up to "oh, he's not around because I'm not playing as him in this game" like how Mario doesn't show up if you're playing Luigi, or something of that nature, but lo and behold you find Red at the very end of the game, and you challenge him to the final boss fight.

Not at all.
Doesn't have the same impact. Cynthia isn't 'anyone' to Black. Whereas Gold was following Red the entire game and meeting most of the same kinds of challenges, with GSC/HGSS being direct sequels to RBG.
If B2W2 had their protagonist fight Black, it would have matched the idea a lot better. Shame that didn't happen.

B/W had too much story, but N himself was probably the best antagonist for the series. At least outside of people that are simply just sociopaths that are fun to beat like Giovanni.
B2/W2 was weaker in that way bringing back Team Plasma with a far less interesting storyline attached.
