Because he's heard all the sad backstories of the team star members he is pretty empathetic towards them but also doesn't wanting you running into battle with a potentially unknown force which is why he battles you (because otherwise he is fully prepared to battle the leader of Team Star since he's in an educator and it should be his job). But since you beat him he says that he's glad you've grown enough to take Casseopia on.
When you beat Penny it seems that the director has led all the team star members to the courtyard. Penny says that her greatest treasure is her friends and wonders if they are going to be expelled or something but the director said they are not expelled. He says that he wondered what was going on with the school and is glad that he finally understands. However, they are not getting off easily. Their punishment is that they will continue to run their bases in such away that they are repurposed to grow the next brightest generation of minds.
