Yellow came as a frankensteined mix of the original game and the anime and perhaps it could have been dismissed as a separate spinoff but the reality is that when Gold and Silver came out trainer """"Red"""" had all 3 starters and an unevolved Pikachu as his ace carrying over from yellow which was carrying over from the anime, Lugia was specifically designed for the movie by the show's director and then integrated into the game, Sugimori has admitted how when designing gen 2 pokemon they were careful not to make the designs overly complicated for the show's animators and things like that were only the beginning. Today we have stuff like Ash's Greninja in the games, Pikachu speaks with its anime voice, Charizard getting all sorts of special treatment when its popularity was majorly propped up by tha anime, etc.
