You can say some of the monotype champion teams like Lance and Steven are weak gameplay wise, but they command a presence in-universe. Her team is both a joke in gameplay and in the pokemon world. It's like a character of the day's team in the anime and that's it. And she loses to fucking everyone. Sad.
