As an artist myself (designer, not a prissy post-modern painter) I've seen first-hand people get enamoured with their own work and just not do anything with it. It reminds me a bit of Keiji Inafune, who was more or less just a character designer and thought he could lead a studio to completion of a popular game.
In short they probably spend a ton of time with "ideas guys" spitballing ideas and conceptualizing forever before running out of time to implement everything.
