Yes, Gen 3 is fairly ugly for the GBA. The battle sprites are okay, but the overworld tileset isn't that pretty.

This is revisionism at it's best. R/S might not have looked as good as some other GBA games but they didn't look bad or ran like shit unlike the current games. Also this was still in a time where GF actually put some effort into making good games with content so even if the graphics weren't the best atleast the game stayed fun

FRLG is so fucking ugly. Honestly all of the games look really bad outside of the sprites in Emerald. Shit looks like something I would've made on RPG Maker 2000.

I think they were trying to do the minimum of aesthetic changes from the GBC, but in the end just made it a really bland looking game with artwork that literally does just look like they colored in gameboy sprites.

Gen 3's graphics are plain but they're very clean and crisp; it's fast to identify all elements in a given screen

Pokemon is literally a slow turn based experience.
Framerate is irrelevant in most cases, and quick reflexes are at best needed for like one bike puzzle in Emerald.
It can at least be pretty.

Pretty much, yes. The latest game is a great example of this, in that most of the NPCs are randomized mobile-game-tier that really stand apart from everything else.

Gen 2 is actually really impressive for the GBC.
Gen 4 and Gen 5 weren't graphically impressive, but did have a solid and attractive aesthetic. They should have been more detailed in their pixel art, but they weren't actively ugly.
Gen 7 was reasonably graphically impressive for the DS, but was ugly regardless of that fact.

With GF money they could retrain their programmer on a better engine etc etc.
