The textures look fine, the visual effects look fine, the grass shaders look fine, hell, the models themselves even look great.
The reason this game looks super dated is because of the very rudimentary world design. Gamefreak used very simple round brushes to level terrain to make all their mountains and hills. Honestly, it reminds me a LOT of how World of Warcrafts game world looks.
