What the fuck constitutes 1000 steps? I ran around in a circle for 30 minutes with this asshole, 2 hours later he's still following me around, levelling, unevolved.

Dude 1000 steps is done in ten minutes at average pace, if you did actually walk for 30 minutes then your Switch's step measurement doohickey is probably broken.

I don't know how I did it but I throwed it out of ball in casseroya lake and it walked until I couldn't see it anymore. Then tried to do it again and it returns after ~10 steps.

You need to have it level up while out of his ball. I did the same mistake of recalling him before leveling up and wondering if I was retarded (I was)

It has to be continuous walking. It also counts your steps not his. Just hold the stick while tilting the camera to rotate a bunch of circles then use candy to level it up.

You have to have it following you with ZR not with R/Let's Go autobattling and it has to be 1000 steps in one go, you can't let it go back in its ball or the steps will reset. I literally walked (not ran, walked) for the first 8 hours of the game with my goddamn shitbeetle trying to get it to evolve, but I kept outpacing it and it kept returning to its ball and I didn't realize that reset everything. Then I just ran in a circle for 5 minutes and crammed a rare candy down its throat and it evolved.

No. I Ieveled mine up in a normal wild encounter after hitting the 1000 steps and it worked fine.
My advice would be, if you have a rare candy, to turn off auto saves, run around for a bit, save the game, and then feed yours the candy to see if he evolves yet. If not, then just reload and repeat.

This isn't true. I ran around in the city and flew somewhere else to encounter wild pokémon, which put it back in the ball, and it still evolved just fine.
