Call me stupid but the dog is not ban worthy, it's busted as fuck on paper.
But in reality barely anybody uses it, sand teams are uncommon, there's a fuck on of priority, there are fuck ton of fast scarfers and booster energy Spe paradox that outspeed in sand, fuck ton of good dark types, even the unexplored tera-normal which is of the best defensive teras.
But this is my problem with Smogon, they always suspect stuff that wrecks their passive trash, instead of suspecting the irritating trash that takes a million turns to play around. Trust me Shitgon will somehow manage to turn this hyper offense meta into the unplayable garbage they always end up making.
