Blue is washed but still the best Kanto gym leader when you go back.
Wallace becomes champ of his region, though it feels like Steven just gave him the spot so he can look at rocks.
4th limits himself and is bored by battling. Still he has to deal with the strongest champ of his region. Probably Elite 4.
Iris becomes champion of her region at a young age. But again, Alder didn't even want the spot and your character from BW kind of fucks off to chase N.
I would say, Blue>Volk=Iris>>>>Wallace.
And I guess any of the reused E4 trainers are strong as well.
