What happens to a Pokemon's stats when you trade a Pokemon from gen 1 to gen 2? If it had a Special DV of 15 does that become the value for SpAtk and SpDef, or is one of them rolled fresh? How about stat experience?

Yes.
>stat experience
the pokemon keep the stat experience. There aren't a Special Atk and Special Def EV, just a Special one.
