I always liked the large ocean Hoenn had, It was something interesting to explore and get lost. It just needed more Pokémon encounters than just Tentacool and Pelipper, though.

I find that as a whole, before Emerald came out, Gen 3 was largely weaker than Gen 2.
Simply less content and bad graphics for the console.

The monster designs were good. But the tileset wasn't that detailed for the overworld.
