Because they have different motifs.

The only upside I can see is this thing actually having Dragon Dance. I don't know why it can't learn Dragon Dance when Whiscash gets it.

Whiscash is the earthquake catfish, hence why it is a fucking ground type

Dondozo is literally a sushi chef, denoted by the head protrusions resembling a bandana commonly worn in sushi places by the chefs, and literally has a move called Order Up
