That's because before BW champions were untouchable. Now that powercreep happened Pokémon Ash just got this series can become "champion tier" and Goh can catch legendary Pokémon like it's a normal thing for people to do.

The only example of this is Cynthia and the rest barely appeared. Paul got crushed by Cynthia lmao despite having (and still having) more experience

Yes and no. The anime never says which is which but he barely rotates it out and has had it for awhile judging by his flashbacks of watching Brandon battle. He still is way more experienced and less of a newb compared to Iris in terms of journeying though.

Torterra and Electivire are defiantly his signature Pokémon. There’s a reason why Electivire has always been by his side since day 1. In the episode where Cynthia made her debut he talks about how Torterra is his most reliable partner

You can't have two aces. Besides, Paul is the kind of trainer to not care about one of his Pokemon more than others, he seems pretty balanced in terms of training. He even has a Garchomp and Metagross now so who knows how much he uses them.
