Especially the Paradox-mons high off of Booster Energy. Its shitty defensive typing also makes it fodder for many meta picks in OU and UU. That's why it's doing so poorly right now. Chien-pao is always the better pick for an Ice type in OU, and UU will have a lot of Pokemon that can punch through it. It's most definitely too much for RU, assuming RU stays a tier with Pokemon like Lucario, Metagross, Cobalion, and Raikou.

Its defenses are lackluster, its base 105 speed is nice but leaves much to be desired on a Pokemon with only 115 base attack. It'll either lack the power to bust through things like Wo-chien and Ting-lu, or it'll lack the speed to handle scarfers, boosted Pokemon like Ceruledge and Espathra, or naturally faster Pokemon like Crobat, Noivern, Raikou, Terrakion, or Cobalion.
