I think I have to side with the pro-level scalers here. Pokemon just isn't a game where bosses that can be challenged in any order have such varying gaps in levels.

Pokemon already has EVs and shit, they could remove the concept of levels for basic stat values for every trainer fight and just set everyone's level to something like 50 as if it's the battle frontier
Your training would be for evolutions, new moves, and EVs.
Not bigger number = win

I think the three routes should scale off each other once a player decides to engage in another one. Doing the Titans after the gyms should have them all be higher level.

You definitely don't want wilds scaling because that can lock you out of encounters if it's not programmed properly.

gym battles should just scale to your current badges (which was already established in other pokemon media and I think gen 5 to be a thing), while team star gets more prepared for each faction you take down as they get the news (they already have dialogue reacting to it so it even make sense)
titans can be like the gym scaling
