The performance was only bad on consoles, I did 2 playthroughs when it came out on PC, on a pretty middle of the pack machine(4770k, GTX970), and it wasn't even glitchy at all.
The real problem with Cyberpunk was the actual design of the game was (and still is) completely fucked and shit.
Same for Witcher 3, which everyone sucked their dick for, the RPGs mechanics were completely broken there too. Both games let you become invincible at around the 4-5h mark.
The glitch narrative actually saved Cyberpunk from a lot of the criticism it genuinely deserved for it's bad game desing.
SV on the other hand, is the most fun mainline game they've made in a very long time, but is scarred and ruined by these horrible performance issues.
There's other issues as well, like character design being complete garbage for 90% of the cast, but the world design is almost perfect. It's just great to be able to walk into a city and see it living and breathing, with pokemon and people doing their thing.
Cyberpunk is a fundamentally ugly girl with a lot nice perfume and cute clothes.
SV is a very pretty girl who just hot kaka diarrhea'd her pants.
One is unsalvageable, the other just needs 2-3 showers plus a bath.
If for their next game they can keep this world design, while using the simple and prettier graphics of Masters EX (which despite being the worst mobile gacha I've ever seen, has completely nailed the look) they're on track to make their best game yet.
