>>52287766She isn't a developed character at the beginning, development only happens within context of a story. She does not develop at all either, she is the same character at the story of the story as she is at the end.
There wouldn't be anything wrong with developing her further, if it wasn't for the fact that she's the central character of the League path. When you beat her, it isn't the player getting the camera's attention it's her.
Even if she didn't develop at all she could still be a fun character if she was given other characters to bounce off of (like she does a little with A and P in AZ), or given an angle. But whenever she shows up her dialogue is so predictable it might as well all be interchangeable. The frustrating part is that she has a lost of grist that could be milled into a decent character. She could feel empty in the wake of realising her dream, isolated from normies who don't care about battling, or regretful that she dedicated so much time to becoming the very best that she forgot to stop and smell the roses.
