Hoenn's legendaries were a Leviathan, a Basilisk, and a Quetzacoatl/Ziz in a region that's largely !NotJapan. I don't see how this is any big of a shock

While Quetzacoatl does have some similarities to Rayquaza, such as design and domain, Rayquaza still fits well into the phylum of Asiatic dragons. Kyogre is a whale, which is historied in Japan. Then Groundon seems like a pangolin, which are definitely found in Asia.

I could be wrong about Spainish and Chinese history, but I don't think that they had much interaction with each other. At least, not nearly as much compared to the French, which heavily influenced the romanization of chinese language into pinyin.

The Legendaries themselves are explicitly foreign in origin, though. They came from cursed artifacts sold to the old emperor of Paldea by a merchant. Spain and China did have (limited) trade relations iirc, so this does track.

Sure. But, I don't have a favorable opinion of modern gamefreak. It could be a creative idea, foreshadowing a future region, etc. But the game has a host of bugs, ass designs, and other problems. To me, it seems like poor plotting, game design, and a lack of creativity to come up with something more appropriate for the region.
I haven't played a lot of the newer games (gen 5 or later), so I don't know if other games have committed similar sins.
Alola seemed like it had some really fitting and appropriate legendaries, with tepu family, right?

Basilisk is a far better fit. Once again, it's traits shared with a pangolin are few. If it's not the former, then it's sure as fuck not the latter, and the most likely case is just that it's a giant ground lizard they designed as such because it sells the theme of dichotomy between land and sea, and didn't have any base animal in mind.

I really don't see what having legendaries that don't explicitly tie into the region's loose basis have to do with laziness. It could've been done or a whole host of reasons. Even discounting the fact that legends that don't specifically fit into a region's "basis" has been commonplace since Sinnoh, It's not like Lugia fit particularly well into Johto's pantheon either. It was epxlicitly designed for a movie and as a result comes across as an afterthought in lore compared to Ho-Oh, who had a dedicated building and also tied into the origin of the lesser legendaries. It simply seems like you're letting your dislike of the game/GF as a whole mixed with nostalgia cloud your judgement on the Quartet.
