the dual type doesn't need to be nerfed, both types separately need to be nerfed
bug, rock, ice, grass, and poison need to be need buffed (and no, having one strong mon doesn't equal a buff, it equals a nigger from the projects getting paid big bucks)
i would say this'll never happen but gf nerfed water for once so who knows

After all, metal blades are used to cut metal, so it should at least be neutral, and ghosts historically have always had iron as a weakness

It most certainly is. Freeze-Dry + water has perfect coverage, ice+dark is tried-and-true from Weavile and Pao is better in every way.
They're fast and frail anyway, it's not like ice typing is very consequential defensively.

STAB Ice Spinner on Pao keeps Miraidon teams in check in ubers, while in OU it's STAB Sucker Punch is the main dangerous thing. If Koko was available Pao would be almost mandatory in every team in OU like it is in ubers.

Pure water with non-STAB Ice Beam and no Freeze-Dry Iron Bundle would barely see any use.
STAB Freeze-Dry is what pushes this thing over the edge. Without STAB it wouldn't be nearly as bad and either way so far this move has been monopolized by the ice type so I doubt it would get it if it was pure water. Ice typing is 100% a factor in its success.
