Being able to turn unconventional characters into fighters=/=every unconventional characters are viable. That's not even a fan rule, it's literal common sense and understanding material, not dumb internet shit like "hurr cloud cunt get in because muh consulz warz".
Sakurai stated long ago that he didn't greenlight Villager or Nintendogs in Brawl because they didn't have any material to actually engage in combat in action titles like Smash.
By Smash 4, that philosophy got changed entirely: we gotten Villagers, WFTs, and Duck Hunt, a cartoony dog and duck duo that's able to unrealistic things like using battering or shooting items and grabbing ledges. And now we got dudes like Steve/Alex, who pretty much push viable unconventionality to it's upper limit.
Nintendogs however remained Assist Trophies since they can't even do the most basic things in Smash gameplay as their source material makes it impossible for them to become fighters on a realism and design standpoint.
The unconventional excuse doesn't apply to Skeledirge since his design makes it look awkward for him to even shooting items or climbing like. The fucker got even tinier arms than fucking Ridley, ama the guy who was previously deemed unviable to be playable one time and could barely stand up while being able to.
He could have a full moveset, but without those, he wouldn't be get past the filter like previous Pokemon choices did.
Like goddamn, Sakurai didn't even brought up Primarina when talking about who were the strongest choices for Ultimate. We already know the bitch can't even walk, jump, or trip.
